In any Pokemon Center, go to the clipboard by the shop owner and enter "Link Together With All." You will now have access to the mystery gift system. These Pokemon can NOT be found in Fire Red and have to be traded from Leaf Green/Ruby/Sapphire/Colosseum:
This is done by getting both the Sapphire and Ruby (in game items) and bringing them to the machine. Unlock Enable trading to Ruby and Sapphire
